The police grade pay movement has been a sensitive issue in the state for quite some time now. The patience of the police in the matter of grade pay is now at its limit. Despite repeated demands, the government has only one answer that it will soon announce the grade pay. According to information received by Divya Bhaskar from reliable sources in the government, the government is now going to give good news to the policemen in the near future.

Two days ago, in the question asked to the Minister of State for Home Affairs in a press conference, he also answered that a solution will be brought soon, but what is the definition of soon? That question haunts all policemen.




The Chief Minister will take a decision within 10 days

The Home Department has taken action on the basis of the report assigned by the inquiry committee, in which the information that this decision is in the final stage is being received on the basis of reliable heads. Chief Minister Bhupendra Patel has urged the Home Department to summon all the files to him, which may get the green signal in the next week. Thus, the government can give happy news for the policemen in the next 15 days.

The inquiry committee handed over the report in April, 2022 itself




In the month of October 2021, after the agitation regarding police grade pay, the government formed an inquiry committee. After one term of this committee ended in December 2021, the term of the committee was renewed once again till April, 2022.

Interim package should be given till payment of grade pay: Recommendation to Govt
The committee has handed over the inquiry report to the government. Within this report, Gujarat has been compared with the applicable grade pay in different states. The grade pay for police in Gujarat is relatively low, so while submitting the report it has been recommended that benefits should be given to the policemen by announcing an interim package till the grade pay is announced.

No proposal regarding Grade Pay: Finance Department




When the government repeatedly says that a decision will be announced soon, it is obvious that the proposal for the budget may have been put to the finance department, when Divya Bhaskar’s team investigated this in the finance department. The responsible officials of the finance department are saying that no proposal has come from the government so far on the issue of police grade pay.

What amendments can the government make in the interim package?

While the government is talking about giving good news to the police families before the elections, if the government does not revise the police grade pay, then based on the recommendation of the inquiry committee, the allowances given to the policemen like washing, special duty allowance, cycle allowance etc.




The 23rd meeting of the government is over, but the time is not over soon

Minister of State for Home Harsh Sanghvi has often expressed his happiness and made a statement four months ago that 23 meetings have been called so far regarding grade pay. After the statement about this meeting, for the last 3 months, the statement of the Minister of State for Home comes to the fore that we will announce the decision soon. Although 3 months have lapsed for such statements, the so-called short period is still not over according to the government.

What is the definition of short term?




Whenever the concerned minister is asked about grade pay, the same statement comes from him that the impatience will end soon, the decision will be announced soon, and there is a debate among the more than 88,000 employees in the police force as to what is the definition of this short term. .

There was also preparation to form a police union in Gujarat. During the tenure of the then Congress Chief Minister Amar Singh Chaudhary, there was an agitation regarding grade pay. At that time, this movement did not yield any results. After the year 1985-86, the police grade pay movement has been activated once again in the state of Gujarat, now the question is whether there is any result.

23 demands of agitating policemen




1-The grade-pay of State Constable, Head Constable and ASI is very low as compared to other states, instead it is 2800, 3600 and 4200.

2-Grade pay and pay band as per class 3 should be given to policemen counted in class 3.

3-Policemen are given the benefit of 7th Pay Commission, but the leave pay which is paid is given as per 6th Pay Commission, this should also be revised by the government.

4-Although state government employees are policemen, policemen are given 12/24 scale against the benefits of higher pay scale of 10/20/30 to other government employees. Earlier pay scale was given in three stages, but now pay scale is given in only two stages, which should be reversed immediately.

5-Apart from improving the quality of articles purchased for police personnel, armed and non-armed cadres should be made into one cadre and the orderly system should be stopped or class 4 should be recruited separately.

6-The amount of allowances payable to policemen in the state, which have not been increased for the past several years, should be increased with immediate effect.

7-State policemen are inhumanely and in violation of human rights being made to work for more than 8 hours with additional payment for extra hours and provision of adequate physical protection equipment during all seasons like monsoon, winter and summer.

8-Gujarat Police should also be given the right to form its own union/organization, as at present the right to form organizations to protect the interests of other government departments.

9=Convenience additional allowances should be paid in advance and directly deposited into the bank account of the State policemen when they go to other states for investigation purposes or for settlement purposes.

10-SRPF is also a division of Gujarat Police, so SRPF jawans are stationed district wise.




11-According to the new pay commission, leave bill should be given and public holiday pay should not be stopped in it.

12-Additional allowance of Rs.100/- per article at the rate of 1 hour per hour for employment above 8 hours, to be increased every five years.

13-A policeman is still given a cycle allowance of only Rs.20/- per month, which has been scrapped to give a new minimum allowance of Rs.500/- per month, with an increase in the amount every five years.

14-A washing allowance of Rs.25/- per month is given to a policeman, which is canceled and given a new allowance of Rs.1200/- per month, with an increase in the amount every five years.

15-Whenever a policeman is relieved from duty, his suspension period shall be fixed.
